The decision came as a result of not receiving any penny as a sign on fee in his three years stint with the Hunters and is also being owed three months salary.
As deputy captain of the club, Mensah played a vital role when Bechem United won their major silverware in their history by winning the 2016 MTN FA Cup.
Hearts of Oak are said to be interested signing the box-to-box midfielder to augment their squad ahead of the 2017/2018 season.
