The move is to acclimatize and sharpen the rough edges before heading to Kampala on Thursday.
On Wednesday, head coach Kwesi Appiah had 21 players in camp.
Ghana are trying to get their campaign back on track despite placing third after four matches with five points.
They are four points behind leaders Egypt and two behind second place Uganda.
