The Italy international turned down a summer bid from United, though remains on their radar.
Arsenal, meanwhile, are scouting the Italy international as they seek to strengthen their midfield.
TMW says both Premier League giants will move for Locatelli in January.
However, the midfielder will still take some persuading as he's settled in Turin.
