Former Ghana FA boss Ben Koufie is asking the federation to draft a law that ensures local players can only move abroad after at least three years in the top flight.

He believes the move will help retain talents for the local league which has struggled in the past.

"The GFA must go to congress and effect changes to the laws. Congress should make laws that can only allow players to leave for abroad after playing actively for two or three years on the local scene," Koufie said.

"The culture of allowing players to move out at the least chance is also contributing to the current situation we have on our hands. They would be mature when they stay a little longer. There must be plans to save the situation."

The continent governing body, Caf last year reduced Ghana's slots for inter-clubs competitions due to past poor performances by representatives.

This year, champions Aduana Stars and AshantiGold failed to qualify for the Group stages of the Champions League and the Confederation Cup respectively.

Kotoko were the last Ghanaian side to play in the money zone of continental football-during the 2008 Confederation Cup.
