He has joined Besiktas on a season-long loan from fellow top-flight side Kayserispor on Monday.
Mensah arrived in Instabul earlier on Monday to put the finishing touches on the move. He passed mandatory medical before signing the contract.
Besiktas paid â¬500,000 for the loan deal but will pay â¬4.5 million to make the move permanent at the end of 2020-21 season.
The 25-year-old signed a contract extension with Kayserispor until 2022 before moving to Besiktas.
