The Black Satellites opened the scoring in the second the Shooting Stars, team helped by some contentious refereeing decisions, rallied to score two goals.
Ghana looked tired after their semi-final clash against Gambia went to penalty shoot-out, a day before the final match.
Last year, the youth team of Ghanaian side Liberty Professionals lost to BYC of Liberia in the final of the maiden edition.
